Vice President for Programs and Services

VICE PRESIDENT OF PROGRAMS AND SERVICES

United South End Settlements, Boston, MA
www.uses.org

United South End Settlements (USES) seeks a creative and skilled Vice President of Programs and Services who will provide leadership and vision for the dynamic and varied programs that USES provides in response to community priorities. USES is a deeply family-centered institution following the historic and proud tradition of the settlement movement which designed programs and services to engage and support newcomers to urban neighborhoods. Today, USES offers contemporary and much-needed programs to build cohesion, skills and capacity for residents of Boston's South End and Lower Roxbury. The organization operates in three locations in the South End of Boston - Harriet Tubman House, South End House and the Children's Art Center - and Camp Hale on Squam Lake in New Hampshire.

The new Vice President will join a talented and ambitious organization whose mission is, "to build a strong community by improving the education, health, safety and economic security of low-income individuals and families in Boston's historic South End/Lower Roxbury and to serve as the national model of successful neighborhood engagement". USES is seeking an entrepreneurial leader with a passion for engaging the community and local partners in a comprehensive approach to achieving important community outcomes. As a member of the Senior Management Team, the Vice President of Programs and Services will join the Executive Director, the Board, talented staff and valued supporters in continuing and expanding USES' important work.

Overview of the Organization and its Programs

USES has a rich and important history. Founded in 1891 as Boston's first settlement, the organization embarked on its mission with an evolving series of programs and strategies that reflected the community's changing needs. These included an overnight camp for boys, the co-founding of the first Montessori School in Boston, a dental clinic, a credit union, an extraordinary range of programs for children, senior home repair, workforce readiness and housing. Throughout the history of the City of Boston, the South End/Lower Roxbury has been a changing and extremely diverse community and USES works to embrace this diversity and to be nimble and responsive in the face of changing neighborhood priorities.

USES is governed by a nineteen member Board and has 48 employees. With a budget of $3.8 m, USES reaches more than 4000 people annually with ambitions and a strategic plan that challenge the organization to increase this number.

USES Programs and Services

The Vice President of Programs and Services oversees USES' seven core programs, four of them licensed and two of them accredited. They include:
• Early Childhood Education - annually enrolling more that 80 infants, toddlers and pre-schoolers with the goal of ensuring kindergarten readiness.
• After-School and Summer Day Programs - serving more than 75 school-age children; fostering positive relationships, academic achievement, career aspirations and tutoring.
• Children's Art Centre - serving children from birth to age 18; offering art instruction and cultural enrichment to promote self-expression and creative exploration
• Camp Hale - for boys from 7 - 14 on Squam Lake in New Hampshire; providing the chance to explore nature while developing positive behaviors and leadership skills
• Youth Employment - post-secondary education and job readiness skills through structured experience that assists in developing good work habits
• Workforce Readiness - GED classes, adult basic education, literacy courses, technology training and college prep
• Senior Programs - wellness, meals, home repair services to allow seniors to age in place
• Community Engagement - neighborhood outreach to build community strength and cohesion.

These programs and services account for approximately $2.5m of the USES budget. The Vice President has 6 direct reports and approximately 28 staff report indirectly to this position. These are experienced, skilled, entrepreneurial leaders who are creative resources in program design and growth. In addition, USES employs approximately 30 seasonal staff.

Strategic Opportunities and Challenges

The challenges and opportunities for USES are intricately intertwined. The organization has established aggressive, strategic goals in five key areas: Program Reach, Building Partnerships and Relationships, Targeted Growth, Asset Management and Leadership Excellence. Each of these offers both challenge and opportunity for the new Vice President whose responsibilities include assessing the effectiveness of existing and potential new programs in achieving desired measurable outcomes. The USES strategic plan calls for supporting youth throughout their growth, keeping them fruitfully engaged from early childhood until they are launched in a career. Hence, one of USES' strategic goals is to expand efforts like the Children's Art Centre and Adult Education program which encompasses GED, job training and workforce readiness. The intent is to broaden the spectrum of services for youth of all ages and to achieve economies of scale that will contribute to organizational sustainability. The Vice President of Programs and Services will play a critical role in designing, implementing and monitoring these efforts and in weaving together all of the program elements that provide a continuum of services to young people in the community. .

The current economy and the changing demographics in the South End and Lower Roxbury also pose some degree of challenge for the organization. The Vice President of Programs and Services, in conjunction with senior managers and staff, will need to be fully prepared to respond proactively and creatively, examining the USES program mix, reaching out to current and potential stakeholders, and identifying growth needs and potentially powerful partners. The importance of strong partnerships can't be overemphasized and the Vice President of Programs and Services is a logical initiator of strategic collaborations in the programmatic arena.

An area that also holds promise and that USES has begun to explore is a single point of entry or case management approach to programs and services. The goal is to ensure that the community is aware of and has access to the range of services offered by USES and to the array of resources offered by USES' community partners. This approach will further USES' goal to be the "primary care physician" for the community's social service needs.
All of these efforts will require thoughtful planning, greater visibility and marketing, increased efficiencies, greater functional integration, greater IT sophistication, enhanced internal systems and the full engagement of the Vice President of Programs and Services in collaboration with his/her colleagues across the organization.

Finally, in establishing new strategic objectives, USES undertook a reorganization effort to be better positioned to achieve them. Aggressive goals, constrained resources and turn-over of staff have all contributed to a certain amount of tension and frustration within the organization. USES has exceptionally talented and dedicated staff and current challenges are entirely resolvable with the attention of a new Vice President who, together with the rest of the Senior Management Team, takes the time to learn about the programs and people under the USES umbrella and to appreciate the quality of their effort and their contributions.
